Searching for a Smart City: A Bibliographic Analysis of ‘Public Facing’ EU Smart City Projects

The narrative used to describe smart cities, including the experimentation on them, affects perception of city. This study systematically assembles and analyses ‘public facing’ city project data from across EU. Using a bibliographic analysis, word frequency time countries descriptions, we identify dominant themes constructs in narratives by teams advancing projects. highlights spatial intertemporal variations locational density, differing content range conceptual emphases. Results show that main concern EU is firmly centred energy. We argue policy-makers should aim for better alignment cities' with citizens' or, at least, wider description very nature implemented projects include those rather neglected aspects might attract more interest involvement.
